Funding Source: Florida Learn & Serve is a federally funded
grant program, supported by the Corporation for National and
Community Service, Florida Learn & Serve is part of the
Florida Alliance for Student Service (FASS). FASS is a collaboration
among several statewide programs dedicated to infusing service-learning
into the curriculum of all Florida schools, from Kindergarten
to Higher Education.

Community Services Block Grant Program Community Economic

Eligibility: Nonprofits having a 501(c)(3) status with the
IRS, other than institutions of higher education. Faith-based
and community organizations are eligible to apply. An applicant
must be a private, non-profit Community Development Consortium
experienced in developing and managing economic development
projects. An applicant must document its eligibility as a
CDC for the purposes of this grant program.
Description: The purpose of these grants is to create new
employment and business development opportunities for low-income
individuals.
Eligible CDCs, including American Indian, Native Alaskan,
and faith-based CDCs, must have in place: (1) written unconditional
financial commitments for all non-CED funding needed for
the
project, (2) management, staff and other resources to operate
the project, (3) evidence of site control for the project
(e.g., lease agreement or deed), and (4) referral sources
from which
low-income individuals would access the project. Written
proof of commitments from third parties must be signed by
the head
of the partnering organization providing funding, referrals,
or other resources. Beneficiaries may be unemployed; public
assistance recipients, including recipients of Temporary
Assistance for Needy Families (TANF); at-risk youth; custodial
and non-custodial
parents; residents of public housing; persons with disabilities;
persons who are homeless; or individuals transitioning from
incarceration into the community. Grant funds awarded under
this announcement are intended to provide resources to eligible
CDCs for their job creation and business projects, as well
as to address broader objectives such as arresting tendencies
toward financial dependency, chronic unemployment, and community
deterioration in both urban and rural areas. Eligible CDCs
must submit a business plan that demonstrates the economic
feasibility of the venture.

Food Stamp Participation Program

Funding Amount: A total of $5 million is available for FY
2007 (intention is to award a Federal grant of up to $1 million
to an otherwise acceptable proposal that involves a partnership
between a State agency and one or more private non-profit organizations,
including faith-based or community-based organizations.
Eligibility: Eligible entities include: The 53 State agencies
that administer the Food Stamp Program; State or local governments;
Agencies providing health or welfare services; Public health
or educational entities; and private non-profit entities such
as community-based or faith-based organizations, food banks,

Description: The purpose of this grant competition is to support
efforts by State agencies and their community-based and faith-based
partners to develop and implement:• Simple food stamp
application and eligibility determination systems; or• Measures
to improve access to food stamp benefits by eligible applicants.
This RFA seeks diverse proposals that would make the entire
process, from certification to recertification, easier and
more efficient for applicants and participants. The proposals
should include innovative development of new or revised State
or County food stamp systems that do not rely solely on outreach.
While this innovation does not have to be a completely new
idea or concept, the proposal needs to demonstrate that the
idea is new and innovative to that specific State or County
office.

High Growth Job Training Initiative Grants for the Long-Term

Eligibility: Applicants may be public, private for-profit,
and private non-profit organizations including faith-based
and community organizations. The application must clearly identify
the applicant and describe its capacity to administer the HGJTI
long-term care grant, in terms of organizational and strategic
leadership capacity and data management capabilities. Applications
for supplementation of distinct on-going projects, regardless
of funding source, are eligible for consideration under this
SGA; however, applications for renewal of existing projects
will not be considered. Please note that the applicant and
fiscal agent must be the same organization.
Description: Through the initiative, ETA identifies high-growth,
high-demand industries, evaluates their skill needs, and funds
local and national partnership-based demonstration projects
that: (a) address workforce challenges identified by employers;
and (b) prepare workers for good jobs with career pathways
in these rapidly expanding or transforming industries. When
linked to broader regional economic and talent development
strategies, the HGJTI approach strengthens regional employment
and economic opportunities. The products, models, and effective
approaches that result from HGJTI investments will be broadly
disseminated to employers, education and training providers,
and the workforce system to build their capacity to respond
to employers’ workforce needs. Grant funds awarded under
this Solicitation for Grant Applications (SGA) should be used
to implement industry-driven training solutions that address
the long-term care sector’s critical workforce challenges.
Each solution must take place in the context of a regional
strategic partnership between the workforce investment system,
long-term care employers, and education and training providers,
as well as other public and private sector partners that bring
critical assets to the table. Proposed solutions should take
full advantage of existing workforce development models, promising
practices, and tools. Solutions must either take an existing
promising solution, model, or approach to scale in the region
or adapt a solution that has been demonstrated to have positive
impact on the identified workforce development challenges in
another region.

Assistance to Firefighters Grant

Eligibility: Fire departments and nonaffiliated emergency medical
services organizations
Description: The operations and safety program allows first
responders to purchase equipment and personal protective equipment.
The funds can also be used to implement training, establish
wellness and fitness programs and modify stations. The other
AFG program helps departments and EMS organizations purchase
vehicles, including ambulances and fireboats.

colleges and universities, and State owned research institutions.
Description: The Department of Energy (DOE) is seeking applications
from university consortia for research and development (R
D) that will directly support its nuclear energy R D. A consortium
is considered to have, at a minimum, a grouping of at least
three institutions, set up for the common purpose that would
be beyond the capabilities of a single member of the group.
It is anticipated that awarding to consortia will facilitate
and encourage sharing of resources and facilities available
to perform the various portions of the applicable scope by
participating consortia members. It is expected that this
will
facilitate upgrading and sharing of laboratory and reactor
equipment of the various consortia members; improve support
to students; enhance synergies by partnering with non-traditional
institutions such as Historically Black Colleges and Universities
and/or Hispanic-Serving Institutions; enhance the quality
and nature of the commitments to student recruitment and
retention,
faculty development, and facility enhancements for such programs.
Use of consortia should result in needed university resources
being included so world-class research can continue to occur
at consortia universities, including such related areas such
as radiochemistry and health physics; and provide for outreach
opportunities with the public with the purpose of educating
others on nuclear research. By supporting consortia teams,
the NERI program complements other DOE research programs
that support traditional, single-investigator university
research.
NERI consortia awards can provide greater sustained support
than single-investigator awards for the education and training
of students pursuing advanced degrees in science and engineering
fields critical to DOE and for associated infrastructure,
such as research instrumentation. The DOE apos;s nuclear
energy
R D that will be supported include the Advanced Fuel Cycle
R D Program under the Global Nuclear Energy Partnership (GNEP)
initiative, Generation IV Nuclear Energy Systems Initiative,
and Nuclear Hydrogen Initiative. Information describing these

Grants for Programs Serving Children in Need
Funding Source: Mattel and the Mattel Children's Foundation
Funding Amount: one-year grants of $5,000 to $20,000 each.
Funds may be applied to programs or general operating costs
Eligibility: U.S. 501(c)3 Public Charity organizations -
If an organization is a project under a fiscal sponsor, that
sponsor
must have a valid tax exemption status. If an organization
is a project under a fiscal sponsor, that sponsor must have
a valid tax-exempt status. Organizations must serve children
in communities within the U.S.; have a mission that focuses
on the direct service of children up to the age of 12; be
able to demonstrate creative and/or innovative methods to
address
locally defined need directly impacting children; have an
annual operating budget of less than $1 million; and not
be affiliated
in any way with a national organization, regardless of whether
funds are received from the national entity.
Description: Two types of grants will be considered: program-specific
grants for the launch of new programs or the expansion of
existing programs; and core operating support. Programs must
align with
Mattel's philanthropic priorities: Learning, increasing access
to education for underserved children, and in particular
innovative strategies designed to promote and address literacy;
Health,
supporting the physical health and well-being of children,
with particular emphasis on promoting healthy, active lifestyles;
and Girl Empowerment, promoting self-esteem in young girls
up to the age of 12.
