Innovative Recycling/Waste Reduction Grants for FY 2009-2010 (repeat)

Eligibility: Be a Florida county, municipality, special district or nonprofit organization that has legal responsibility for the provision of solid waste management.
Description: The applicant must: demonstrate technologies or processes that represent a novel application of an existing technology or process to recycle or reduce waste, or that overcome obstacles to recycling or waste reduction in new or innovative ways; demonstrate innovative processes to collect and recycle or reduce materials targeted by the department and the recycling industry; or demonstrate effective solutions to solving solid waste problems resulting from waste tires, particularly in the areas of enforcement and abatement of illegal tire dumping and activities to promote market development of waste tire products.

Volunteer Income Tax Assistance (VITA) Program
Funding Source: Internal. Revenue Service
Funding Amount: Applicants must also provide matching funds on a dollar-for-dollar basis. Matching funds consist of cash, computer hardware and software and third-party, in-kind contributions. Funding from other federal grants cannot be counted as matching funds
Eligibility: A private or public non-profit organization qualifying for tax exemption under IRC 501, a state or local government agency, a regional, statewide or local coalition with one lead organization that meets one of the eligibility criteria stated above.
Description: The Community VITA grant program is the first of its kind at the IRS. In December 2007, Congress appropriated funds to the IRS to establish and administer a one-year matching grant program in consultation with the Taxpayer Advocate Service. The VITA program offers free tax help for low-to-moderate income individuals for tax return preparation. Under the grant program, the IRS will award matching grants to extend services to underserved populations and hard-to-reach areas, both urban and non-urban. The grants will also be used to increase the capacity to file returns electronically and enhance training of volunteers at VITA sites.

Continuum of Care (CoC) Homeless Assistance Program

Description: The purpose of the CoC Homeless Assistance Program is to reduce the incidence of homelessness in CoC communities by assisting homeless individuals and families to move to self sufficiency and permanent housing
Application Information: CoCs and project applicants will be required to apply for the 2008 CoC competition electronically through HUD's e-snaps system. Please note that all sections of the General Section of the SuperNOFA are critical and must be carefully reviewed to ensure an application can be considered for funding. Deadline: HUD will announce the application due date through a separate Federal Register notice once the e-snaps system is able to process funding applications. Technology-Based Learning (TBL) Initiative (repeat)

Eligibility: The applicant must be either: • An accredited educational institution in partnership with a Workforce Investment Board. The applicant must have a letter of commitment from the Workforce Investment Board. • A private provider of workforce system services determined to be tax exempt under section 501(C) of the Internal Revenue Code, including registered apprenticeship sponsors, in partnership with a Workforce Investment Board. The applicant must have a letter of commitment from the Workforce Investment Board. • A One-Stop Career Center as established under Section 121 of WIA, [29 USC 2841], in partnership with a state or local Workforce Investment Board. The eligible applicant for One-Stop Career Centers is the One-Stop Operator, as defined under Section 121(d) of WIA [29 USC 2841(d)], on behalf of the One-Stop Career Center. The One-Stop applicant must have a letter of commitment from the state or local Workforce Investment Board, and demonstrate that the Workforce Investment Board, or its designated fiscal agent, will serve as the fiscal agent for the grant by clearly providing the legal name and the Employer Identification number of the fiscal agent. The Workforce Investment Board’s support and involvement in the project should be detailed in the letter of commitment. Applications from One-Stop Career Centers without a letter of commitment from their Workforce Investment Board will be considered non-responsive and will not be reviewed. • An employer or industry association in partnership with a Workforce Investment Board. The applicant must have a letter of commitment from the Workforce Investment Board. • Private, for-profit organizations in partnership with a Workforce Investment Board. The applicant must have a letter of commitment from the Workforce Investment Board.
Description: The purpose of the Initiative is to expand access to training resulting in an increased number of workers trained, particularly in high-growth, high-demand occupations, and to meet the needs of industry for skilled employees. Applicants must seek to train individuals towards attainment of an industry or occupationally recognized certificate or credential. Funds available under this Solicitation may only be used for projects that provide training in the occupations and industries for which employers use H–1B visas or those related activities necessary to support training in such occupations and industries.

Description: Biodiesel Education will address the need to balance the positive environmental, social and human health impacts of biodiesel utilization with the increased per gallon cost to the user. Applications are being solicited for Biodiesel Education projects that will develop practical indicators or milestones to measure their progress towards achieving the following objectives: (1) Enhance current efforts to collect and disseminate biodiesel information; (2) Coordinate with other biodiesel educational or promotional programs, and with Federal, State and local programs aimed at encouraging biodiesel use, including the EPAct program; (3) Create a nationwide networking system that delivers biodiesel information to targeted audiences, including users, distributors and other infrastructure-related personnel; (4) Identify and document the benefits of biodiesel (e.g., lifecycle costing); and (5) Gather data pertaining to information gaps and develop strategies to address the gaps

Faith-based and community organizations are eligible to apply.
Description: Competition for funds that are available to provide Head Start services to Migrant and Seasonal Worker children and families in Collier, Dade, DeSoto, Gadsden, Highlands, Hillsborough, Indian River, Lee, Levy, Marion, Orange, Pasco, Volusia and a portion of Polk, a portion of Manatee, a portion of Hendry, and a portion of Glades, Florida. Description: The purpose of the SBIR program is to provide an opportunity for US-owned, for-profit small business firms to submit innovative, applied, research and development projects that address important problems facing American agriculture and have the potential to lead to significant public benefit if the research is successful. Research proposals are accepted in any of the following topic areas: 1) Forests and Related Resources; 2) Plant Production and Protection - Biology; 3) Animal Production and Protection; 4) Air, Water, and Soils; 5) Food Science and Nutrition; 6) Rural Development; 7) Aquaculture; 8) Bio-fuels and bio-based products; 9) Marketing and Trade; 10) Animal Manure Management; 11) Small and Mid-Size Farms; and 12) Plant Production and Protection - Engineering. The SBIR program exists in three phases. The purpose of Phase I is to prove the scientific or technical feasibility of the proposed research and development effort. Phase I projects typically are for 8 months. Phase II is the principal research and development effort and often involves moving the project from the laboratory to the field or the development of prototypes. Phase II projects typically are for 24 months. Phase III is the commercialization phase and there is no SBIR support provided for this phase.

Funding Award: Award recipients will be honored at NASWA's Annual Conference, September 16-19, 2008, in Charleston, South Carolina.

Description: Five Award Areas: Eagle Award -The Eagle Award honors a senior individual of a state workforce agency (administrator, deputy administrator, or program director) of a state workforce agency or other agency/organization responsible for workforce development, unemployment insurance, employment, or labor market information services, who soars to new heights in efforts to serve employers and workers in the United States. Elected officials are not eligible for the Eagle Award, unless the workforce agency administrator is an elected position.
SEAL Award - State Excellence Award for Leadership honors a state, not an individual, for a workforce related program, project or initiative, which addresses an issue or challenge. The program, project, or initiative should be innovative, a new way to address an issue or challenge, or results in significant improvement of services or performance. Changes in existing programs, projects or initiative, which result in significant improvement of services or performance, is acceptable.
James F. Walls Award -The James F. Walls Award has two categories, one to recognize an individual and one to recognize a team. The award was created in memory of its namesake, an employee of the South Carolina Employment Security Commission, who was killed while performing his duties. The James F. Walls Workforce Agency Employee of the year Award honors an employee whose conduct demonstrates his or her outstanding dedication to customers and colleagues, and extraordinary service to the local community. The James F. Walls Team Award honors a local office, one-stop center, central office division or unit, or a special team (established or ad-hoc) which demonstrates extraordinary service in its assignment area, functions, local community or area.
Merrill Baumgardner Award -The Merrill Baumgardner Award is sponsored by the Information Technology Committee. It recognizes an individual who has demonstrated excellence in the field of automation in a state workforce agency.
Mark Sanders Award -The Mark Sanders Award is sponsored by the Veterans' Affairs Committee. It recognizes a local office/one-stop center that has provided exceptional services to disabled veterans seeking employment assistance. This is a team award; it is not intended as an award for an individual's performance.
